The procedure for reviewing scientific articles:

  1. The editorial board carries out the initial review of materials for their compliance with the subject of the journal and the established design requirements. If the article meets the requirements and the subject of the journal, the article is registered in the register of incoming articles. Otherwise, articles are not allowed for further examination.
  2. The manuscript submitted by the author(s) is submitted by the editorial board on the basis of the decision of the editor-in-chief (deputy editor-in-chief) of the journal for expert evaluation to the reviewer in charge of the relevant field of science. Additional review may be assigned in case of interdisciplinary or debatable nature of the article. The editorial board checks all articles through the «antiplagiat.ru» system. If the originality of the text is below 75%, the article is sent to the author for revision with appropriate justification.
  3. The review is conducted confidentially and is of a closed nature.
  4. Peer review of scientific articles is carried out on the principle of anonymous peer review: the manuscript is submitted to the reviewer without specifying the names of the authors or other information that allows identifying the authors.
  5. The reviewer is notified that the manuscript submitted to him is the private property of the author(s). The reviewer is not allowed to copy the manuscript for the purpose of using the material for his own needs or transferring it to a third party.
  6. The term of reviewing the manuscript is no more than 10 working days from the date of receipt of the manuscript to the reviewer.
  7. The reviewer can give three types of recommendations regarding the article: recommend for printing, do not recommend for printing, recommend for printing after removing the comments. If the article is not recommended for publication, it is necessary to give a reasoned critical conclusion. If the article is recommended after the elimination of comments, make comments to finalize the article, as well as indicate the need for subsequent review by the reviewer.

If the reviewer has indicated the need to make changes to the manuscript, the author may partially or completely agree with the reviewer's opinion, revise the article, and resubmit the manuscript.

If the author does not agree with the reviewer's comments, he must provide the editorial board with a reasoned response to the comments and indicate that he insists on the original version. Controversial cases are considered by the editorial board.

The author can also withdraw his article from the journal.

The author must inform the editorial board about any decision made.

The second negative review of the article is the basis for the final rejection of the article.

  1. Requirements for the content of the review.

8.1. The review should contain a qualified analysis of the manuscript material, an objective reasoned assessment of it and reasonable recommendations.

8.2. In the review, special attention should be paid to the following issues:

– general analysis of the scientific level, terminology, structure and style of the article, relevance of the topic;

– scientific presentation, compliance of the methods, techniques, recommendations and research results used by the author with modern achievements of science and practice;

– the expediency of the volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references). The expediency of using tables, illustrative material in the article and their correspondence to the topic being presented;

– the place of the reviewed article among other works of a similar subject: novelty, degree of originality or duplication of works by other authors or early articles by the same author (both in whole and in part);

– correspondence of the title, keywords, annotation to the content of the article;

– inaccuracies and mistakes made by the author.

  1. The decision to publish the manuscript is made by the editorial board and approved by the editor-in-chief (Deputy editor-in-chief).
  2. Not allowed for publication:
  3. a) articles that are not properly designed, the authors of which refuse to technically refine the articles;
  4. b) articles whose authors do not respond to the constructive comments of the reviewer by their implementation or refutation;
  5. c) articles that do not contain new information or are not related to scientific activity.
  6. The editorial board of the publication sends copies of reviews or a reasoned refusal to the authors of the submitted materials, and also undertakes to send copies of reviews to the Ministry of Education and Science of the Russian Federation when the corresponding request is received by the editorial office of the publication.
  7. Manuscripts are not returned to the authors.
  8. The original reviews are kept in the editorial office of the journal for five years from the date of their signing by the reviewer.

The editorial board reviews all materials received by the editorial board that correspond to its subject matter for the purpose of their expert evaluation. All reviewers are recognized experts on the subject of peer-reviewed materials. The reviews are kept in the publishing house and in the editorial office of the peer-reviewed scientific publication for 5 years.

  1. The authors of the manuscript are responsible for the reliability of the results of the research, the selection and accuracy of the facts, quotations, statistics and other information provided. Knowingly erroneous or falsified statements are unacceptable. The authors must ensure that the research results presented in the submitted manuscript are completely original. The borrowed fragments or statements must be issued with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or attribution of rights to the results of other people's research, are unethical and unacceptable.
